Term and Condition of Mobile Banking


1. General Conditions

1.1.  These terms and conditions are an "Agreement" between you and MOHANOKOR Microfinance Institution Plc. in relating to the use of MOHANOKOR Mobile Banking. It is designed for using in addition to the "Fees and Limitations of MOHANOKOR Mobile Banking" and the companion brochures.

1.2.  Please carefully read this Agreement before ticking "Agree". By ticking "Agree" via your mobile phone, means that you agree to all the terms, conditions and notices contained in this Agreement and accept responsibility for your usage of MOHANOKOR Mobile Banking.

1.3.  We may change the "Agreement" and "Fees and Limitations of MOHANOKOR Mobile Banking" at any time subject the applicable law. Except as indicated herein, we will inform you of changing that affect your rights and obligations.

1.4.  Throughout this publication, the words "you", "your" and "yours" refer to the account holder(s) in respect of the MOHANOKOR Mobile Banking accounts accessible by using mobile phone. "We", "us", "our" and "the Institution" refer to MOHANOKOR Microfinance Institution Plc.

2. Technical Terms and Definitions

2.1.  MOHANOKOR Mobile Banking System: A system developed by MOHANOKOR Microfinance Institution Plc. to provide customers and the general publics with access to bank transactions by mobile phones.

2.2.  MOHANOKOR Mobile Banking Application/App: An application of MOHANOKOR Mobile Banking service installed on mobile phone.

2.4.  PIN: Personal Identification Number which is a 06-digit number combination selected by customer for using to access MOHANOKOR Mobile Banking and withdraw money from MOHANOKOR Mobile Banking account.

2.5.  Code: A 06-digit numerical code generated by MOHANOKOR Mobile Banking system and sent by SMS to sender's phone when making fund transfer to mobile number, hereafter called " Code". The sender has to tell the receiver to use this code for cash withdrawal. And, this code is defined as below:

  • First: The code will expire immediately after withdrawing all cash from account (zero balance).
  • Second: It will expire within 07 days after the generation date if it has not been used; meanwhile, the transferred cash is returned to the sender or original account.

Note: The cash is returned by each transaction. If the Code of any transaction expires first, it will be returned first.

  • Third: It will expire after within 90 days after the generation date in the case the receiver makes partial cash withdrawal. This period the receiver has to keep this code to withdraw the remained money till it is out.

2.6.  OTP: One Time Password, a 06-digit numerical code, which is generated by MOHANOKOR Mobile Banking system and quickly sent by SMS to receiver's phone when withdrawing cash at the bank counter. OTP is used for only one transaction and will expire in 10 minutes after generation time. In the case of subsequent withdrawal, there will be another new OTP.

2.7.  OTAC: A temporary code (One Time Activation Code), a 06-digit numerical code, generated by MOHANOKOR Mobile Banking system and automatically sent to customer's phone number which was registered for MOHANOKOR Mobile Banking service to confirm the registration.

Note: When a customer has already completed the registration information and click send, suddenly OTAC alert on the registered phone. And then, customer has to enter this code to the field "Please enter one time activation code''. This code will be valid within 24 hours.

2.8.  MOHANOKOR QR Code: A numerical code for account of individual, company or shop, hereafter called "QR Code". This code is designed and printed by MOHANOKOR Microfinance Institution Plc. for account /shop owner to post or place at any position enabling customers to make payment for goods or services via MOHANOKOR Mobile Banking service by deducting from Mobile Banking account or MOHANOKOR debit card.

2.9.  Mobile Banking Code: A kind of barcode for customer's personal account that is automatically generated after s/he has registered for MOHANOKOR Mobile Banking successfully and this Code is used for receiving money transfer via Mobile Banking Payments as well.

3. Services Available

4. Eligibility

  • Be adults age 18 and older
  • Have an iOS or Android mobile phone and a phone number.
  • Take a real selfie with holding your identity card, passport with at least 6 months validity, family record book, or monk's identity card with photo.
  • Agree with terms and conditions of MOHANOKOR Mobile Banking.

5. Definition

  • “MOHANOKOR” means a microfinance deposit institution licensed by the National Bank of Cambodia to carry out banking operations in Cambodia.
  • “Account” means an all MOHANOKOR's deposit accounts, including fixed term account, non-term account, contractual account, individual accounts, joint accounts, corporate accounts, or other savings account that MOHANOKOR creates in the future.
  • “Account balance” means your available balance of funds recorded on MOHANOKOR core banking system.
  • “MOHANOKOR Agent” means Individuals who have signed contracts and are properly trained to conduct financial transactions to customers on behalf of MOHANOKOR. Customer may identify as an MOHANOKOR agent by marking a trademark at the location of the transaction or closing his / her logo as MOHANOKOR's agent with the trademark of MOHANOKOR.
  • “Card” means MOHANOKOR’s debit card which can be used for account transactions with MOHANOKOR's office, agent, ATMs and CDMs, and other channels of MOHANOKOR. This card will be issued by MOHANOKOR.
  • “Finger /Thumb print” means the confidential code you use with your app to access and operate your account via MOHANOKOR Consumer Mobile Banking Application.
  • “Loss” suffered by a person means any claim, demand, action or proceeding brought against that person and any loss, expense, liability or damage suffered or incurred by that person.
  • “Mobile Banking” Refers to the use of a smartphone tablet, etc. to perform online banking tasks, such as monitoring account balances, balance inquiry transferring funds between accounts, mobile top-up, change PIN Code, bill payment and other.
  • “You” and “Your” means the subscriber of the MOHANOKOR Consumer Mobile Banking Application.

6. Registration for MOHANOKOR Consumer Mobile Banking Application

To register for Consumer Mobile Banking Service, customer shall install MOHANOKOR Consumer Mobile Banking Application which can download from App Store (IOS) or Play Store (Android). Once, you complete the registration, a one-time pass code (OTP) is sent to the customer’s registered mobile phone number for the purposes of verifying and confirmation by the customer.

Customer must acknowledge and agree to MOHANOKOR’s Terms and Conditions for Consumer Mobile Banking Application which shown on the mobile screen before performing other transactions. There are two options for registration as below:

A. New Customer:

For those who would like to apply Consumer Mobile Banking without MOHANOKOR’ saving account, customers shall provide their personal information as below:

  • Full name in Latin script
  • Full name in Khmer
  • Customer’s Photo
  • Photo of ID (Back and Front)
  • ID Type
  • ID Number
  • ID Expiry Date
  • Date of Birth
  • Gender
  • Nationality
  • Customer’s Permanent Address
  • Customer’s Registered Phone number

B. Existing Customer:

For those have already had MOHANOKOR’s saving account, customers shall provide their information as below:

  • ATM Card Number
  • Phone Number

7. Your Liability

7.1.  You shall be liable for any information registered the service via mobile phone by yourself and must ensure that the information is true. If the bank found the fake information given, you will be faced with the law.

7.2.  You shall be liable for any losses or damages including losses suffered by yourself, other persons or MOHANOKOR Microfinance Plc. If you negligently act or attempt to make transactions, invasion, searching, data cheating, fraudulence directly or indirectly, either alone or with any persons. You will face the law even though you act intentionally or inadvertently.

7.3.  You agree to comply with all applicable laws, rules and regulations in connection with MOHANOKOR Mobile Banking such as Law on Anti-money Laundering and Combating the Financing of Terrorism. Accessing MOHANOKOR Mobile Banking from locations outside of the Cambodia is at your own risk, and you are responsible for compliance with local laws. We do not make representation that any content or use of MOHANOKOR Mobile Banking is available for using in locations outside of the Cambodia.

7.4.  You agree to take every precaution to ensure the safety, security and integrity of your account and transactions when using MOHANOKOR Mobile Banking.

7.5.  You are required to comply with all of these terms and conditions and in particular, the conditions of using PIN and MOHANOKOR Mobile Banking Application properly and securely avoid any unauthorized transactions. You may only use The MOHANOKOR Mobile Banking Application with your own mobile phone that was registered by yourself.

7.6.  You are required to immediately inform the bank in the event of the password disclosure or unauthorized use of your mobile phone for MOHANOKOR Mobile Banking. Moreover, you agree to assist the Bank to recover any unauthorized transactions.

7.7.  We will not be liable for damage, loss, deletion of data due to fault or malfunction of your mobile phone, or force majeure such as war, fire, earth quake, storm, flood, etc., that is beyond control of both parties.); except the cases below:

  • Negligence of our staff or System error

8. PIN Security

8.1.  You are required to create your own mobile PIN/Password consisting of 6 numerical digits.

8.2.  The following PIN/Password rules shall be applied:

  • Do not use sequential digits or the same digits e.g. 123456, 987654, or 999999
  • Do not use your mobile phone number, your birth date or the family member's birth date
  • Do not use any number publicly known and easy to guess as a PIN.

8.3.  Do not store the PIN anywhere, in written or electronic form; it must be memorized for convenient use.

8.4.  Do not make or allow any person know your PIN; make sure no one watch while you are entering these codes.

8.5.  You have to change your PIN frequently.

8.6.  Entering PIN 3 times wrong, system will block the use of MOHANOKOR Mobile Banking service automatically. In such case, you have to reset PIN by the registered number with completing question and answer when registered at first time and phone number accurately. If you don't remember the question and answer, you need to request new PIN at MOHANOKOR Bank's office.

9. Risks

  • All financial transactions involve a certain amount of risk. You should also be aware of other risks such as the possibility of unauthorized transactions on your Account.
  • In addition, there is a risk that you may not be able to access your Account information or make transactions through a service, which is reliant on telecommunications systems. MOHANOKOR is dependent on the reliability of its own operational processes and those of its technology and telecommunications partners in respect of devices networks, and telecommunications. Disruptions to these processes may result in Mobile Banking services being unavailable from time to time.
  • Although customer’s device operation system version is not up-to-date or is not compatible with MOHANOKOR’s Mobile Banking Application can caused customer not able to perform the transaction.

  Special risks relating to Mobile Banking

  • While Mobile Banking allows you to transact simply using your phones or devices and codes, because of that simplicity, it also poses special risks.
  • If someone else has your PIN, they can transact on your Account as if they were you. You may be liable for such transactions.
  • You should take special care to keep your codes secret and not disclose them to any third party including family, friends, and institutions.
  • You should ignore any emails that appear to come from us that require you to input your PIN. We will never send such email requests. These emails may come from third parties seeking to use the information to access your Accounts.
  • You should ignore any calls that appear to come from us that require you to inform your PIN. We will never make for such call requests. These calls may come from third parties seeking to use the information to access your Accounts.
  • You should also be careful about using services, which offer to interface with Mobile Banking or other means of electronic devices on your behalf. For example, you may be led to believe that you are inputting your card number, phone number and password into Mobile Banking, while in fact you are disclosing your PIN to a third party hosting a hoax website or scamming application.
  • We continually look at ways to minimize any unauthorized transactions on your Account. We may use various techniques from time to time, including contacting you after an unusual transaction or series of transactions to confirm that you did in fact authorized the transaction(s).
  • Your access to Mobile Banking may be suspended if we detect or suspect unusual activity which may be the result of malware or virus, ID takeover or phishing. MOHANOKOR reserves the right to withhold access to Mobile Banking where we continue to detect malware or virus.

10. Anti-Money Laundering/Combating of Financing of Terrorism/Sanctions

  • You agreed that MOHANOKOR may delay, block or refuse to process any transaction without incurring any liability if MOHANOKOR suspects that:
    • - The transaction may breach any lay in Cambodia or any other country; or
    • - The transaction may directly or indirectly involve the proceeds of or be applied for the purposed of, unlawful conduct.
  • You agreed to provide all information to MOHANOKOR which MOHANOKOR reasonable requires in order to manage financial crime related risk or to comply with applicable laws and regulations.
  • You agreed that MOHANOKOR may disclose any information concerning you, your transactions and your MOHANOKOR Account to the Bank in which your funds are deposited, any law enforcement, regulatory agency or court where required by any such law, in Cambodia or elsewhere.
  • You declare and undertake to MOHANOKOR that the acceptance and/or payment of money by MOHANOKOR in accordance with your instructions will not breach any laws in Cambodia or any other county.
